The better answer depends on the season, the route and whether you are happy climbing a hill for a view worth photographing.
A good walking-tour outfit lets you forget about your clothes and pay attention to the city instead. You should be able to stand comfortably on uneven pavements, step on and off trams with ease, enter a café without feeling underdressed, and stay cheerful when the weather changes halfway through the afternoon.
Your shoes matter more than anything else. Budapest is wonderfully walkable, yet its historic centre has cobbles, cracked paving in places, kerbs, stairways and long stretches where you will be on your feet before you realise how far you have come. The Castle District, for example, is beautiful but not especially kind to thin soles or unstable heels.
Choose trainers, walking shoes or supportive flat boots that you have already worn in. They do not need to look like serious hiking footwear. A clean pair of comfortable trainers works perfectly for most city walks and will still look good in restaurants, wine bars and photographs. In cooler or wetter months, waterproof ankle boots with a grippy sole are a very sensible choice.

Flip-flops are best saved for a spa day or hotel terrace, not for a proper city walk. Budapest weather can be more changeable than many visitors expect. A sunny morning may become breezy beside the Danube, while a cool start can turn surprisingly warm after a climb towards Buda Castle or Gellért Hill. Layers give you options without forcing you to carry a suitcase around the city.
For most of the year, start with a comfortable T-shirt, blouse or lightweight long-sleeved top. Add a cardigan, overshirt, thin jumper or fleece that can be tied around your waist or packed away. A light waterproof jacket is often more useful than a heavy coat, especially in spring and autumn, because it protects you from wind and showers without taking up too much room.
Trousers, jeans, leggings or a midi skirt with comfortable shorts underneath all work well. The right choice is the one you can walk, sit and climb stairs in without constantly adjusting it. For a photography-led walk, think about movement as well as appearance. You may want to sit on a low wall, step onto a viewpoint or cross a lively street, so clothes that let you move naturally will make the experience much more enjoyable.
There is no need to dress like a backpacker unless that is your own style. Budapest is a relaxed but stylish city, and smart-casual clothing fits in almost everywhere. A simple outfit in which you feel confident will look better in photos than something impractical chosen only for the occasion.
Summer days can be hot, particularly in July and August, when streets and stone squares hold onto the heat. Choose light, breathable fabrics such as cotton, linen or technical sportswear, and favour loose-fitting pieces if you feel the heat easily. A sleeveless top is fine, but bring a light shirt or scarf if you would like a little more coverage when entering religious buildings or when the evening cools down.
A sun hat and sunglasses are genuinely useful rather than decorative, especially along open riverside routes and at elevated viewpoints. Apply sun cream before setting out and keep water with you. There are plenty of places to stop, of course, but you will enjoy the storytelling and scenery more if you are not already dehydrated by the first hour.
Summer rainstorms can arrive quickly. If the forecast looks unsettled, a compact rain jacket is usually better than an umbrella, which can be awkward on busy pavements and inconvenient when you are taking photographs.
Spring and autumn are often ideal walking-tour seasons: the light is lovely, the city feels energetic, and temperatures are generally easier for long walks. They can also bring cool breezes and rain, sometimes on the same day.
